TEC Announces Request for Proposals for Corridor Cleaning Project

The City of Philadelphia Commerce Department oversees a Commercial Corridor Cleaning Assistance Program which funds community based non‐profit organizations to provide regularly scheduled sidewalk sweeping and litter removal within commercial corridors. TEC-CDC holds a contract with the Department of Commerce to carry out this work on designated streets in West Philadelphia.

The PHL‐TCB program has four primary goals:

1. Remove litter and create clean commercial districts within Philadelphia neighborhoods.

2. Promote the economic viability and recovery of businesses by caring for commercial corridors and creating an inviting environment for businesses and shoppers.

3. Create work opportunities for Philadelphians.

4. Grow the capacity of small businesses and organizations that provide cleaning services.

TEC-CDC currently operates a cleaning team and is seeking quotes from skilled cleaning service providers to manage the cleaning operations for the designated cleaning areas. We seek firms that:
• Have demonstrated excellence at commercial and outdoor cleaning services

• Are locally based, with experience working within the City of Philadelphia

Special consideration will be given to MBE / WBE / DBE firms.

Scope of Services & Service Area

The selected firm will be responsible for the following:

• Managing cleaning services along the below designated cleaning areas.

• Provide cleaning supplies, materials, and weather appropriate uniforms for each season.

• Trash will be stored in The Enterprise Center’s dumpster and should not be included in your cost estimate

The Service Area for this contract is as follows:

• 52nd: Arch St. to Baltimore Ave.

• Market: 45th St. to 56th St.

• Spruce: 47th St. to 49th St.

• 48th: Pine St. to Spruce St.

Additional Provisions/Requirements:

Selected firms must:

• Pay employees a minimum of $16/hr

• Be willing to commit contractually to retain current TEC cleaning team members as long as they continue to perform at a high level and seek employment.

o This includes two full-time employees at making $17/hr and $20/hr respectively.

o Three part-time employees making $16/hr.

o Assume the existing team as your organization’s employees

Proposal Materials

• Budget (template can be downloaded here)

• Examples of past, relevant work successfully completed and / or underway

• Brief narrative explaining why your company can provide the most efficient and effective cleaning services for the cleaning area

Proposals will be selected by TEC-CDC based on:

• Competitive budget

• Demonstrated ability to perform the full scope outlined here, and further negotiated in a subcontract

• Previous experience We anticipate that an award will be announced by the beginning of August 2023.
