GENERAL INFORMATION AND REQUIREMENTS

PROJECT DESCRIPTION Montoursville Borough, submission of sealed bids for a general contract for construction for the following:

RESTROOM - REMOVAL OF ARCHITECTECTURAL BARRIERS

The Montoursville Borough will receive sealed bids, one (1) original and two (2) copies, for Restroom Renovations at the John Dorin Municipal Building

Bids must be received not later than Monday, May,1 2023 by 10:00 A.M. prevailing time. Bids submitted after this time will not be considered or accepted.

Bids will be publicly opened and read aloud on Monday, May 1, 2023, at 11:00 A.M., at the John Dorin Municipal Building - Borough of Montoursville.

GENERAL DESCRIPTION OF WORK – The Montoursville Borough is removing access barriers in the existing borough building to allow better handicapped access to the building and its services. This project will provide for renovations revising the restrooms, providing automatic openers on doors and modifying sink counters replacing sinks and facets, and adding grab bars at toilets.

PAPER DOCUMENTS - Bid Documents, including one set of Drawings and one project specification manual, shall be supplied to each bidder upon request for a non-refundable cost of $100.00 payable to the Architect. Mailing of prints will be at an additional cost.

Montoursville Borough, hereinafter referred to as Owner, invites submission of sealed bids for a general contract for construction at the following address:

Bids shall be submitted in a sealed envelope and clearly marked in BOLD lettering.

“JOHN DORIN MUNICIPAL BUILDING

RESTROOM REMOVAL OF ARCHITECTURAL BARRIERS”

A certified check or bank draft payable to the order of Borough of Montoursville or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid.

WAGE RATES - This project is funded with Federal funds and is therefore subject to the applicable provisions of the Davis-Bacon Prevailing Wage Act, and appropriate prevailing wage rates as promulgated under provisions of said Act must be paid by contractors and any subcontractors in connection with the performance of the necessary work. See Attached Rates.

EQUAL EMPLOYMENT - In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the CONTRACTOR must establish a 6.9% goal for female participation and a 1% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000.

MINORITY AND WOMEN BUSINESS ENTERPRISE - The Borough of Montoursville is utilizing federal funds for this project, and Montoursville Borough has adopted a Minority and Women Business Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 75 Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid.

MBE/WBE GOAL - Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. For projects which the amount of HUD or CDBG funding exceeds $200,000 the CONTRACTOR must attempt to meet the minimum numerical goals of which 25% or more of the total number of labor hours worked by all workers on a Section 3 project are Section 3 workers, per 24 CFR Part 75.19; and 5% or more of the total number of labor hours worked by all workers on a Section 3 project are Targeted Section 3 workers, as defined in 24 CFR Part 75.21. The , in accordance with its Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination. Davis-Bacon and Related Acts apply to this Project.

MANDATORY PREBID MEETING -There will be a mandatory pre-bid meetings held on April 19, 2023, at 10:00 at the Site for the project. Contractors will have the opportunity to review the bidding documents, ask questions, and examine the project area and conditions. Bids will only be received from those contractors present at the pre-bid meeting.

Bids may be held by owner the for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract.

The Montoursville Borough reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.

The Borough will endeavor to provide conditional award of the contract on Monday, May1, 2023 at the Borough of Montoursville Council Chambers. The Contractor will be expected to be on the project site, by June 1, 2023 or within (3) three weeks of Notice to Proceed.

A Performance bond in the amount of 100% of the contract, as well as proof of worker’s compensation insurance will be required from the lowest responsible bidder.
